BRASIL – Getulio Vargas: The Great Statesman

Hoy sin ninguna duda Brasil es una gran potencia, y su posición en el mundo es indiscutible.  Pero para poder comprender y entender esto, tendríamos que retroceder y situarnos en los años 30.  Esa fue la época increíble y desarrollista de Getulio Vargas.  Él junto a Juan Domingo Perón son las grandes e inconfundibles figuras del populismo político de los vibrantes años 40.  Se podría decir que fueron los verdaderos pioneros del populismo, verdaderos adelantados de los que llegarían más tarde, como Fidel Castro, Salvador Allende, y Hugo Chávez.  Brasil era antes de Getulio Vargas, un país predominantemente agroexportador.  Pues el 60 por ciento de su comercio dependía de sus exportaciones de café a EE.UU.
Getulio Vargas llegó al poder tras un golpe militar, que no tuvo ninguna resistencia, y instauró lo que se llamaría El Estado Novo, el día 10 de Noviembre de 1937, que duró hasta el 29 de Octubre de 1945.  Durante su mandato modernizó el país.  Una vez en el poder Vargas empezó a impulsar un ambicioso proceso de industrialización y diversificación del comercio exterior, como proyecto de estado.  Durante su mandato era llamado de una manera cariñosa, GEGE y padre de los pobres.  Él luchó con gran entereza contra la corrupción imperante en aquella época.  Estaba a favor del voto secreto y universal.
Él impulso grandes nacionalizaciones que sirvieron para dar un enorme impulso al desarrollo industrial.  Unos de sus mayores logros fueron la modernisacion del sistema ferroviario y la construcción de la Siderúrgica de Volta Redonda.  Igualmente impuso restricciones a las compañías que explotaban las materias primas e ofreció incentivos a la industria nacional, gravando con elevados aranceles a los productos importados.  Getulio Vargas quiso pero no pudo conseguir llevar adelante el gran pacto de ABC con Argentina y Chile, que Perón le había propuesto como base de lo que hoy conocemos como el Mercosur.  En Octubre de 1945 Getulio Vargas fue derrocado por un golpe de estado.  Sin embargo su vida política no termino ahí, pues volvió al poder tras ganar democráticamente las elecciones del año 1951.  Durante este nuevo mandato instituyo el monopolio del petróleo, creando la Petrobras y elaboro el proyecto de la Electrobras.
Los esfuerzos de Vargas casi siempre chocaron con los grandes intereses del capitalismo extranjero, en especial con Inglaterra y EE.UU.  A pesar de la oposición de los poderes facticos de la burguesía en Brasil, los logros más significativos de Getulio Vargas fueron la imposición de la Seguridad Social, la jornada de 8 hora de trabajo al día, un salario mínimo.  Durante su segundo mandato elevo el salario mínimo un 100 por ciento.  Esto no gusto nada a los sectores oligarcas como los ganaderos y cafeteros.  Desilusionado y acosado por la casta adinerada, se suicido pegándose un tiro en el corazón el 24 de Agosto de 1954.
Today wıthout a doubt, Brazill is a world power and its position is indisputable.  But to be able to comprehend this, we would have to turn back the pages of history books and return to the 1930s.  This was the era that was incredible via its development initiated by Getulio Vargas.  Together with Juan Domingo Peron, he is one of the few great and unmistakable figures of populism in politics of the vibrant 1940s.  We could say that they were the true pioneers of populism, the models for those who came after them, such as Fidel Castro, Salvador Allende and Hugo Chavez.  Brazil was a country that was predominantly exporter of agriculture goods prior to the era of Getulio Vargas.  Sixty percent of its commerce was derived from the exportation of coffee to USA.
Getulio Vargas took power after a military coup, one in which there was hardly any resistance, and he established what was known as the New State, on 10 November 1937, which lasted until 29 October 1945.  During his mandate he modernized the country.  Once in power, Vargas started to set in motion an ambitious process of industrialization and diversification of external trade, which was the main project of the state.  During his mandate he was known affectionately as GEGE to the people, or the father of the poor.  He fought with great interest against corruption that was predominant during this era.  He was in favor of the secret and universal vote.
He initiated a wave of nationalization that served as an enormous step towards industrial development.  One of the many great achievements was the modernization of the rail system, and the construction of the iron and steel infrastructure of Volta Redonda.  In a similar way, he imposed restrictions upon the companies that exploited the raw materials and offered incentives for the national industries, imposing elevated tariffs on imported goods.  Getulio Vargas wanted to but could not carry out the great pact of ABC with Argentina and Chile that Peron proposed to him as a project that is today known as Mercosur.  In October of 1945, Getulio Vargas was deposed via a coup d’état.  Notwithstanding, his political career did not end there, as he returned to power after winning the elections of 1951 democratically.  During this new mandate, he institutionalized the monopoly of the petrol sector, creating Petrobas and elaborated the project of Electrobas.
The efforts of Vargas nearly always clashed with the powerful foreign capitalist entities, especially those of England and USA.  Notwithstanding the opposition of the factual powers of the bourgeosie in Brazil, the most significant achievements of Getulio Vargas were the imposition of Social Security, the 8 hour work day and minimum wage.  During this second mandate he elevated the minimum wage by 100 percent.  This did not please the oligarchy sectors of commodities such as cattle and coffee.  Disillusioned and being harassed by the upper class, he committed suicide by shooting himself in the heart on 24 August 1954.
